online multiplayer scenerios

When you host a game, are all the available scenarios to pick from available if the other players owns the same games?

Then how come for arctic fox we can not play the game.

The Artic Fox scenario - unintentionally - requires the Winter War DLC. This will be corrected in the next patch. Multiplayer maps are not supposed to require any DLC.
