Why is the creating new 3D modells topic locked?

Why is the creating new 3D modells topic locked?

I don't understand this line. I'm not a 3D modeller, so...
"6. Drag the OoB Export entry onto your toolbar."

I would like to edit ingame units, if possible. Also new skins would be nice.
