Black Screen

I haven't played the game in a long time and decided to buy the DLC for Rising Sun through Steam. But now when I try to launch the game I get a black screen after the intro screen and have to go through task manager to stop it. I have tried restarting my computer and also verified that Steam has downloaded latest patch and verified integrity of game cache. Please help. I am running on Windows 7. Game was purchased on Steam

please try the following:
Delete the Settings folder that can be found in the Windows documents folder at:
...\Documents\My Games\Order of Battle - Pacific
Run the game and check if the issue persists.
