Opening the thread here because Vladimir pretty much refused to explain this on the Russian forum.
Quote from the manual: "Science domination occurs when you (or any other race for that matter) has progressed through 95% of the technologies in the game. No other race can have reached more than 50%. As with EDI, it is possible to check this in the chart screen."
Now the screenshots (words are in Russian, sorry, but numbers are still Arabic):
You can see that science is at 100%, also there is nothing to research anymore. Theosians (or whatever that nonsense called) is off, there is no hidden research to be open.
Here you can see couple of things (on the bottom):
The Science total is not in %, but in absolute numbers - makes it impossible to clearly check against the conditions.
My total is 824K, which is 100% - than the maximum from others is 296K, about 35%.
Now I'd like the explanation what conditions where not met. Also - why the UI makes it impossible to check the conditions?

Did you have the "victory by domination" setting enabled? If you don't then it certainly won't work.

Well, you forced me to look into it once again.
Your Science index is 100%
Eryans - 56%
Drills - 52%
Gavakens - 44%
Logans - 60%
Magellans - 43%
Humans - 58%
Vagalars - 49%
Urgans - 56%
Index calculation is not linear, it is calculated like this: sqrtf((float)StatToUse->GetValue(StatOverview::stsSciencePoints)/(float)Technology::TotalPoints)
You index can be seen in the Science screen.
If you think it makes sense to print other's index, then the best screen is maybe a statistics screen.

If that information where somewhere in the UI (as already promised in the manual) I wouldn't even bother you in the first place.
BTW, not linear and percents don't really mach. You need to make in linear or use different units if don't want others to get confused.

This makes players much easier checking the victory condition!
