I played a game of multiplayer and it seemed like my income was 250 the whole game regardless of capturing cities.
If income is not increased by expanding, what is the incentive to not just turtle and be defensive\efficient until the game nears an end vs expanding at risk but to gain more income.

You should be getting prestige the first time you take over a city. But if you are retaking a city that you already earned 50 or 100 prestige on before than you should not be getting prestige for retaking the city again.

So you get a one time lump sum for taking a city the first time? That seems kinda strange.

so you should run around the map and grab everythign once, and then go turtle somewhere near objective flags and try to take them near the end of the game?

Sounds about right, but doesn't really happen that way in game play.
Pay attention to winning guidelines for the scenario and stick to achieving the objectives to win and hold until the end of the scenario, seems like the general gist of most games.

Another trick is to "let" the AI capture an objective that started out under your control. You'll be awarded prestige for the recapture (one time, like other cities). Better still, the AI will often advance an armor unit for the capture. You can then counter attack it with an infantry unit & damage an otherwise strong unit since it will be defending with its close defense value.
