Looting camps and evading

Am I correct in thinking that a skirmisher unit looting a camp cannot move away in its own manoeuvre phase until it has passed a CMT but it can evade if charged in the opponent's impact phase?

Page 88 specifies that "no combat takes place" when looting a camp so I assume the unit is not in combat and is therefore able to evade.

I asked a similar question some time ago, but I cannot seem to find the topic with a search. The gist of the reply from the authors was that you are correct in thinking that your looting BG is not in combat and can evade.
