Soviet Corps - Battle of Romainia: Winning conditions

Can somebody please explain how to win this scenario.
I don't get what I am supposed to do with regard to the Romainians.

If I remember correctly, I think you have to take all of the initial victory hexes, then the Romanians will switch sides and new objectives will be given.

1. Take all initial objectives. Don't bother leaving nearby romanian troops intact.
2. After you do this, control of the remaining Romanian troops, located mostly to the South, shall be given to you.
3. As Romanians are week, you need to marshal several artillery pieces, a couple of tanks and an infantry or two to the South and destroy remaining German troops. DO NOT CAPTURE key objectives with your Russian units - use Romanians!
4. Place romanian units within every key hex (i.e. you need not less than 4 of them to survive).
Little hints:
do not hurry to cap all initial objectives - Romanian troops will need assistance, and German panzers are better be wiped out before Romanians turn sides.
Once they do it - check carefully available units, as they do not highlight surrounding are before they are moved.
Consider leaving at least one south airfield to be captured by core units, as romanian airfield cannot refuel/rearm core planes.
