Active Spying

I´ve a question concerning calculations of the active spying. I use a 100% stealthed ship (camouflage modules) and three special forces units on it. If you want to explode a building on an alien planet you have a chance of 45 % to be successfull. The action lasts 5 months. My question is, are the odds calculated each month (ie five times) or one time for the whole period the action lasts. The difference is important. If it is calculated five times it is nearly impossible to be successful, if it is calculated one time you have a chance each second, or third time you try it, to win. In the case of inciting a riot it would be completely impossible to finish this action successfull (99:1 against you and that 12 times). Pardon my english, it is not my native language.

The background of my question is, that i tried this active spying several times on planets, which I successfully spied several years with passive Spyships, and where- as far I know- no anti spy installations were built. I never was successful, using the 30 Spionage points of my ship (which was in stealth mode). Sometimes the information "action failed" appeared immediately after start of the action, - sometimes the above mentioned Information appeared two or three months after start of the action. - This brought me to the question how often the odds are calculated.
