Naval Commander

When I select a ship with commander attached the display of hexes I can move to is different. The first few hexes show colored alternating stripes. The outer hexes simply show the usual highlighted sea hexes. I assume the hexes with colored stripes are ones in which I have increased attack strength. Is that correct?
