scenario locked from edit?

Can a custom scenario be locked after completion, so that no further edit changes can be done?

No.
But the devs have mentioned that official scenarios may be locked.

I have published many custom scenarios. Other players can edit this to create variants, but I sincelery do hope they mention where the designer of the original scenario....

My concern was of a younger player on my computer, who I did not want to make accidental changes. Since there is no money involved (right?), I was not concerned about so called proprietary rights.

I see
To make any changes you need to open the editor, load a scenario, edit it and then save.
So you can't really mess them up by accident short of deleting stuff on the hard-disk
