Romanians don´t surrender (yet)

Hello there,
I am playing on panzer corps soviet mod from steam, at my corrent mission I should make romanians switch sides to me.
Unfortunately, since I have rushed my tanks to the romanian city, (AVOIDING TAKING MAJOR CITIES), our romainin friends won´t surrender to my red army. mhhh...

How to I acctually make the romainins switch to my side?

I am very tnx-full for any explaintion, since I don´t want to restart the scenario in th campaing....
