I have no way of knowing for sure, but my best bets would be:

- Battle Academy
- Panzer Corps
- Commander Europe at War (or one of their classic titles)

CEAW has an extra 5-6 years on the other two, but I don't think that alone is enough to give it the number of posts it seems to get, even though it sits close to the bottom of the forum.

Devs aren't going to tell us though, so this discussion is going to become pointless if it isn't already.
