Ford Field in the Pearl Harbor scenario has no planes :(
The scenario says... activate airfields to get access to planes. I spent the turns crossing the water to Ford Field to get that airfield online... no planes.

IIRC there are two hexes of that island. Naval units spawn on top of sea hexes, land and air units spawn on land hexes. If all hexes are taken no spawn. This is very inconvenient for air units because if both of those two land hexes are taken by some other air units spawn will not occur. It happened to me in one of my tests as well. It would be better if air units are spawned on top of both, land and sea hexes.

Ahh that makes sense - should go into your reserve pool then so you can place them at a later time.

I ran this scenario twice to test the Ford Island fighter spawn. The first time, no spawn. That led me to think it might be zone of control issue. Japanese planes are continuously over or near Ford Island, attacking the adjacent battleships. Maybe their ZOC prevents the fighter spawn.
So, I tried it again, intending to wait until a "clearing" of Japanese planes, but I overlooked the one to the northeast. Still, I activated the fighter, as you can see below. Strange game, this is.

Spawn will occur on designated hex or if this one is not available on any adjacent hex. So unit can appear on any of 7 hexes depending which one is available. Problem is it counts only hexes of the same "surface", so to speak. If designated hex is sea spawn can occurs on all adjacent sea hexes, if designated hex is land spawn can occur on all adjacent land hexes. Obviously this is a problem with islands and some coastal areas. Pop up messages do not check if spawn actually occurred and they contribute to the confusion.
