You don't need to pre-arrange a match (although obviously you can if you want). MP player is asynchronous, so you don't both have to be on line at the same time to play. The scarcity of open challenges in MP lobby is not because people are not playing, but because open challenges get snapped up really quickly.

So, if you go to Multiplayer > My Challenges > New Challenge and set up a challenge without a password, it is likely to be accepted quite quickly. You will need to keep an eye on the MP Lobby My Games section from time to time to see when it is accepted, as for some reason the PBEM++ system does not send out an email to notify you when a challenge is first accepted.
