If I won a ton of money I would buy the rights to this game and alter in the following ways:

1. Inf corps could upgrade to mech, mech could upgrade to armor. This happened in the war and would allow the Russians to have Guard units that are not just Infantry - which are the units that invariably get upgraded as the game stands now.
2. Leaders could die or be captured - especially when cut off. The chances are still small, but it happened. O'Connor is a good example of this.
3. Subs could only attack DDs once, as if they were in port, unless a surface unit attacked it first.
4. Paras would be bought from scratch to avoid level 2 GARs with leaders coming out of the upgrade program as monster units.
5. Upgrades from inf to mech/ mech to armor could occur on foreign soil as long as the supply level was 4, and the units stay where they are rather than getting a free ride to the opposite front.
6. any units could be disbanded as long as it is in supply and not adjacent to an enemy unit. Naval units would have to be in port. But you only get the PP equivalent of the manpower component - reduced if the unit is reduced -, and the manpower of course. ARM and MECH could simply downgrade to INF and thereby keep their experience. Of course even an experienced ship crew would make green infantry.
7. DD scouting range increases to 2 hexes at level 4 tech

If I had the modding skill I would do this myself, but I need Stauffeburgs help, and I cannot afford to pay him right now.

And here are some mods that would be interesting:

Game ends when one side achieves total victory

In this MOD, it would be possible to develop an A bomb at a prohibitive cost. The US gets it automatically and can upgrade level 6 bombers to be nuclear bombers, however this upgrade would be very expensive - say 200 pp - to reflect the scarcity of actual bombs. When used on a city it would reduce the PPs to zero permanently, and that city would no longer act as a supply source. Any unit in the city would be reduced by half and effectiveness to zero. Any unit in that hex for 5 turns would be considered out of supply. No rail to or from the city. All units in that nations army would suffer a reduction of 10 to morale until they reach Zero - once that happens that nation surrenders.

The German research cost would be huge, making opting for this route to have real impact on strategy overall.
