AI needs set to recruit elite units more often?

AI needs set to recruit elite units more often?

I've never ever seen a Palemoor Pale Rider unit, though Maledor does recruit necromancers (which scare the hell out of me with their Fear + Shackles) And even the Boruvian Empire, which isn't short of money, mostly spams pikemen and Garrison troops with occasionally a few cavalry. Only Hadrigel , the Dwarf Kingdoms and Khazoth seem to bother recruiting elites.

I did fight a few Boruvian heavy cavalry (forget what they're called) when i was Aevinwode, and the Vessoi do have or else recruit some Mastodons at the start, but the later you get in the game the fewer elite troops there seem to be.

EDIT : Actually seems to just be that the Boruvians don't have that many unit types - they do recruit some Golden infantry and some heavy cavalry, though not in every army. Adding more unit types for every kingdom would probably be enough.
