harbour doesnt let Aevinwode build ships?

I eventually managed t take a harbour as Aevinwode (note the objectives say 'port' , but the map says 'harbour'). mousing over it it says "allows to recruit naval units' , but none became available.

Elves and most realms with "unconventional" armies actually build ships organically simply by moving a unit out to sea. Elves convert to Swan Ships. Jotland converts to Longships, and so forth.

These vessels are not typically "sea superiority" weapons, but they come with some interesting abilities, and are primarily used to launch surprise amphibious invasions, or in larger realms, to rapidly redeploy elsewhere.
