Naval Command at -20

I am playing the New Zealand game as the Japanese. The naval forces exited the map as warned because they were low on fuel, but two of my core purchases remained: a CV and an AO. All of the carrier based air units remained as well. A few turns earlier I also received a pair of supply ships to be used to facilitate invasions. The Naval Command is now -20. Perhaps the CV was retained because there are no Japanese controlled air fields on land, but I expected the carrier based air units to disappear when the CV did.
