If Sup 0 ground unit attacks an air unit will it retreat?

If a ground unit at supply 0 attacks an air unit will the air unit always retreat (assuming hexes to do so)? If so, does this still apply even the air unit is in a city? Will the air unit take an step losses? What about the attacking ground unit? Thanks

BTW the ground unit also has 0 effectiveness...

I am pretty sure you have to cause at least one step of damage to force a retreat. Supply level is not relevant, but EFF of 0 means the unit will not be able to cause any damage.

Well that's what I was thinking, but would be useful if anyone is able to confirm this 100%
