German Convoys 1916 game

I keep coming across this one - 1916 game as CP, Balanced AI (I'm learning), patched to 1.6.2, German convoy spawns at or near Trondheim, cannot move past the anchor symbol. Second convoy spawns same area, suddenly there's a logjam of convoys..... Any ideas?

This has been an ongoing problem with the dev's at CTGW that don't fix obvious problems with the game, it's been reported before, but they never did anything about it. Really "STUPID" don't you think?
