Upgrade vs Reinforce-then-Upgrade?

Gents,

When I upgrade a unit it automatically gets reinforced/repaired back to strength 10.

Does the default do this with raw recruits? Or with experienced veterans? If I want to keep a high experience level, is it wiser to reinforce with vets, then upgrade the next turn?

principle is upgraded to Strength 10, provided enough resource points are available.
the price for the upgrade right after experiential - and loss points (would indeed be illogical if it were not so) stay experience available
Note also that troops when they were fighting or moved were not upgradable.
If you find mistakes may keep them or send to Google, the Google there are errors
