Why is there no LAN option this is a terrible Lobby System

Me and a friend have spent almost an entire day watching this crash time and time again due to terrible connection. Why is there no LAN system that would avoid this problem? It was in every CC before this one.

because steam didn't accepted it will help the pirates playing any bypass security
