After testing this,i think the penalties are still too harsh in some cases

While different race and alignment no longer are an issue, if Good Humans capture the necromancers of Maledor, they do not get the applause of taking out an evil realm, but only the penalty of destroying a human realm.

The penalty is still pretty harsh. Perhaps it should be softened by a small bonus for taking out an evil realm? I mean, the good Knights of Dragonhold wouldn't want the evil to continue, right?

If someone takes out a neutral or good realm, i can see that. even taking provinces of them should take longer to cool down than is the case now. ( smaller, but longer lasting penalties?)
