PBEM++ Online and Steam

Good Morning. I'm trying to play a game with my friend on Steam. I created an account and launched the game immediately. My friend completed registration and gets the error PBEM timed Out. We checked anti-virus, windows firewall, and the router settings. We have no issues with any other games on steam. I checked your forums, but the only recommendation was to check the above settings. When a port was requested, the only information given was http port 80. Any assistance would be greatly appreciated. Thank you for your assistance with this matter.

So I tried to trouble shoot with my friend using my laptop. My desktop computer will connect no problems. When I tried to connect with my account on my laptop, I got this over and over again. Any assistance would be greatly appreciated. The only difference between my two computers is my desktop is windows 8.1 and my laptop is windows 7. All other settings are the same, and I have no issues playing any other game on steam.
