Submarine surface option

Ok I need help on this one lol, played so many times yet fail to understand the use of surfacing a sub?

I heard someone says it gets more powerful attack on surface mode but I tried that no difference (maybe a bad roll of dice) lol.

Also heard that during beta sub need to charge battery like fuel but since it's not in game then any other use to surface my sub?

Anyone kindly update me on the surface mode besides moving a hex faster

A sub needs to surface to travel through shallow waters.

Surfacing the sub let's you use the deck gun. No need to use torpedoes (attack each turn) and better results against non-combat ships. Very bad idea if any combat vessel is anywhere near though.

Yeah, the tool tip for sub's states that you have to surface to recharge your batteries, but this doesn't seem to be the case: you never have to recharge.

Subs need to be reworked:

1) The number of command points you need to field a medium-sized sub should be dropped from 3 to 2. You should not have to choose between fielding a sub and fielding a destroyer, because the sensible choice will always be the destroyer.

2) Historically subs could lay mines. Subs in the game should be given the same ability, perhaps only once without returning to port to reload.

3) To make up for the above and make sure subs don't become OP, recharging should be implemented (ideally requiring sub's to surface every 4-5 turns unless they have a snorkle) and at least some of the recon aircraft (e.g., the Catalina and other similar flying-boats) should gain a depth-charge ability.
