Problem sending personal Messages

Ok I hit send for a personal message whether sending myself or after hitting reply to one I received.

I get a notice that the message was sent and it appears in my sent messages.

Problem is what also appears is a message in my outbox (same message) and I can't seem to find a way to send it out from the outbox. I don't think the person I send it to is ever getting it.

How do we get a sent message to leave the outbox?!

IIRC (the PM system isn't great in truth) it will only leave your outbox once the person you send it to reads it.
