Bug with increasing econ levels.

If you increase the econ level of a province, save and reload, you can increase it again. Not sure if you can do this with original provinces or only conq ones as I dont have enough money to test that in the beginning. Only noticed it as Hadrigel late game when I had enough money to do so on conquered myrmont provinces.
