I just bought the game and it looks great!
A few questions:
1) I noticed that there are now unit characteristics. Is there a list that shows exactly what each of these characteristics does? Some are obvious, such as "can be transported", but what about the others (scout, high morale, large target, agile, etc?
2) Also, is there a convenient list that shows what each unit attains when it achieves Veteran and Elite Status? I searched for this in BA1, but never found it...and I never did figure out the improvements for some of the Elite units.

In lieu of someone posting a proper response I'll give a basic run down because I don't know the particulars of each one, hopefully someone gives you the specifics but its been awhile so I thought I'd give some type of response.
Scouts can "see" further in terms of tiles than any other unit, wise not to use them as combat troops but as recon units.
Some units, hopefully its obvious but things like the Rad scout car, M3 Stuart, PzII, T-26 are labelled scout vehicles are therefore harder to hit when they "move quickly" as opposed to the hunt characteristic. Large silhouette's are for tanks like Tigers, Elefants, Brumbarrs, KV-2s. Basically any tank that seems taller than one should be, most have thick armour so it's hard to destroy frontally but your % for achieving a ricochet hit is higher than trying to hit something like a Stug-III with a low silhouette.
High moral is for troops like Waffen SS infantry, any unit that is "promoted" and Soviet assault (I think dont quote me), these units start at 125 moral and is much harder to suppress them. Most instances they will fight until there is 1-2 of them left. If you run into a concentrated batch best to call down mortar or self propelleds on them.
For the elite units I don't know exactly but it has to do with units destroyed, rifle platoon, LMG and recons gain a "sniper" train in that they instantly kill one soldier from any infantry platoon no matter what. There is also a moral gain to 145 for units gaining elite status. Tank units for elites gain an "AP" round that increase kill chances.
This is entirely a half answer but I figured you've waited awhile for some type of answer and I thought I'd help you out in some capacity, sorry it doesn't specifically answer it all.

It's not always clear who in the team is best placed to answer a query like this one, so we will often let the community crowd-solve the question 
Most of the chars should be fairly obvious, the Eliteness isn't in a list anywhere, though the squads file can be interogated to see the settings for Elite abilities.
