tips on getting scenarios to link up in a campaign?

Designing my first campaign and I'm having a terrible time getting test scenarios to link up and briefings to show. I've read everything I can find but I'm still missing something. Maybe in the campaign.pzdat?

Any tips are greatly appreciated!
