Aquatic Formers?

According to what I've read, it's possible with the DLC to build aquatic formers and then improve water hexes. Is that right? What technology do I need to have researched in order to do that?

They are called amphibious formers and I think the tech name is similar. You can find it somewhere in the first two rows of the second era.
