French 1812: "should"???

Is there a reason the 1812 Cavalry list states "dragoons, cuirassiers, and light cavalry should each be in separate divisions" while most other lists say "must?"

Does this mean if I want to, I can place a unit of hussars in a division with 2 units of cuirassiers?

Probably a type that should have been the same as every other French list. almost every nations list says Cuirassier have to be in separate divisions.
