Off-map oil and PP

Reading through the manual's definitions of Off-map oil and off-map pp but not quite sure what is meant by "cannot be lost":

Off-Map Production – Just what it says, to add PP that cannot be lost and do not show up on the Map. Currently only the USA and USSR have off-map PP.

Does that mean that if I set Germany's Off-map PP to 100, every turn, no matter how they spend, they'll always have 100 PP or is it a one-time thing?

It means they will get 100 extra per turn.
