Carthaginian Special Campaigns

The list for L Carthage has 2 special campaigns, in Italy in 216-203 Bc and then the subsequent one in Africa in 202BC

My question is do the "upgrades" in the Africa list need to be applied to the "standard" army list, or to the "already-upgraded" list for the Italian Campaign?
