Allies moving first after Dec 23?

Allies moving first after Dec 23?

Playing as the Axis against the AI, I noticed that starting on Dec 23, at the beginning of every day, the Allies get to move first, and they move before the briefing pops up (meaning they can move and attack before I have the chance to replace units). Is this intentional? I couldn't find any mention of it in the in-game manual.

The full rules at least state that the Allied player has the initiative beginning 23 December.
