Luck of the Draw Question

Ok, I'm playing the Luck of the Draw scenario, and I swear I just saw an opponent move an Axis armored unit in the Surprise Pre-turns of the 16th. This is supposed to be forbidden, no?

It is forbidden, and not something that we've had reported elsewhere. We'll try to reproduce it here.
