Clear terrain hit modifier

According to the manual, if a space is clear terrain the attacker and the defender both receive a +1 modifier. I think it doesn't make sense because they would be even. I'm I right?.

both attacker and defender receive +1 to their combat hit rolls. The intended effect of this is to increase the likelihood of higher casualties/hits on both sides (less cover to hide behind in clear terrain) not to advantage one side or the other.
