I have noticed that sometimes cavaliers on impact denied the Parlamentarian Determined Horse (Impact pistol) their impact POAs, so they overcome them easily, but sometimes the Parlamentarian Determined Horse retains their impact POAs, why could be that?

Superior Impact mounted get the POA vs impact pistol. If the impact mounted are say, average, then they are equal.

IIRC it actually works on the quality of the troops facing the Impact Mounted (Cavaliers in the case of the ECW). Superior troops with Impact Pistol get their PoA against the Impact mounted, but lesser quality ones do not. It is not linked to Determined Horse other than for the Parliamentarians those are their Superior mounted.

I think it might be tied to unit type, I distinctly recall a recent game where my Superior Kuirassiers (pistol, horse) were down a POA vs Hussaria(impact mounted)....

against any except elephants, battle
wagons, impact mounted (unless the
pistols are high quality Determined
Horse), or non-charging STEADY foot
who are any of pike, protected shot or
