Afrika Korps "Second offensive" loss

I have finished the Afrika Korps "Second Offensive" and by the final turn I held El Aglheila, Agedabia and Msus.
The Allied held Benghazi and Apollonia.
The rule for a marginal victory are to hold El Agheilia "and all but two other objectives". Still the game ended as a loss for me...
Three out of five should be sufficient, or what do I misunderstand...

Yes, like I mentioned: Al Agheila, Agedabia and Msus were in my hands by the last turn...
