Well ... I agree with you as I don't mean it to influence the "score" but to get mentioned is important.
When reviewing a game you also give a note about its replay value.
You may decide to make a score based on the vanilla contents, but players still need to know what the game may hold in the future.
There sure are massive editor bugs ; first being the difficulty for the editor to handle new factions...
On a positive note, Armaggeddon has text-based mod files, which is the best route ever.
And the briefings are nice and simple to use. Scenario triggers can involve some nice things, for instance I made a Last Stand scenario with req points earned from positions on the map in no time.
Problems are the bugs, of course ...
The first truly moddable game that comes to my mind would be
"Dominions 3 : The Awakening" and also
"Battle for Wesnoth".
Next would be
Civilizations 4 (aaah, that awesome Fall from Heaven 2 mod, from Kael!). Moddability here is "superior" imo to Civ 5 because it doesn't rely on 3D resources as much, so doesn't rely on the same skills.
Next in line would be
Medieval Total War 2, because for some reason and with a lot of work, people managed to get a very deep and comprehensive Lord of the Rings Total War done there.
Last would be
Neverwinter Nights, for some extent, it's more from the editor here.
Next would be
The Secret World, the MMO, because after making a mod (Secret Missions mod) I can tell a great lot can be done thanks to the interaction the game allows, as you can get a mod there that interacts with web servers and provides visual and interactive feedbacks.... but it's very far from a truly moddable game, being a fullscale AAA MMO
My knowledge here however is limited.
Of course there are moddable and moddable games, with varied degrees.
I can certify Armaggeddon has a good moddabbility because it takes no time to make your own briefings and scenarios, and you can make your own units, factions,weapons and tiles in no time too.
Plus, you can change everything in the UI, just by replacing its file. I have done all this and made it work.
That's pretty good features
You can do all your briefings, put your voice overs etc, while keeping all the existing campaigns and stuff working.
There is a big problem with the fact that you can't mix mods together.
