I can tell you there is one as I filled it, we called it the "Reliability Transfer Matrix".

Where do I find it? I expected it to be in the manual but it's not there. I guess it's in the game in the buzzopedia but I can't seem to find it.

Hello Megas,

You can find the reliability transfer data under SPM-Windows_Data\Scripts\Data Scripts\General Container. There are three files in there, ReliabilityTransfers-GSA.xml, ReliabilityTransfers-NASA.xml and ReliabilityTransfers-Soviet.xml, which are very simple to read (even if they are lengthy!). Notice that those files are created automatically via a command line tool based on the information contained inside a spreadsheet. We're planning to make both the tool and the spreadsheet available in a post-release patch.

Even though we could have done included that information in the game manual, we decided to leave it out as the values might change slightly in post-release patches.
