Know When To Disobey Mission Achievement Bug

Played the first mission in the Third Kharkov campaign "Know When to Disobey" and the Achievement "Hold 4 VPs until turn 15" is unattainable. I got it in the game but wasn't awarded its completion aftward. See screen captures below.
