In BA1 hedges do provide cover. You can place infantry, MG's and mortars in them. They also block LOS and LOF. Infantry can pass through them, however in certain modded games you cannot. Vehicles cannot pass through them. However in certain modded games, in the PBEM format, engineers can blow holes through hedges and woods allowing vehicular access.

1. When playing the demo the infantry did not seem to go through the hedges. If you plot a route over the hedge they would move along it until they found a gap and then move on the other side to your destination square (unless I am doing something wrong). Or are the hedges in the demo meant to be like Bocage?
2. Also when you say you place infantry etc. in hedges, do you mean in the square that is bordered by the hedge. I assume so.

I do apologise, I was in la la land, just played a basic scenario against myself and no you cannot breach hedgerows. I got confused because I posted a similar question on a modding site about ability to cross hedgerows. Most infantrymen I know, given the time, could basically breach anything and in doing so create a man cave

A: They provide concealment, until you fire. I think infantry can "see" to the other side though, so if I approach you, you will be discovered.
