[Bug] AI Population-Assignment bug

I found a bug:

The AI uses workers even when it doesn't have the minerals to do so.
As you can see on the Screenshot taken in observer mode, the Togra-University AI assigned a whoppin' 5 workers in their capital, when 1 would be enough to spend all minerals.
This means they are just wasting the potential of 4 population that could be doing science instead.
So the algortithm that assigns the workers is essentially broken!

What I find interesting is, that in later stages of the game and when the AI has a more balanced territory it's rare to see issues like that.

The algorithms in place are definately a bit more complex than what it seems like from this screenshot.
The AI is able to specialize cities on food-production or science and will then have assignments that look way more sophisticated than this "I simply put the same amount of workers in everything, no matter if it makes sense" on the screenshot.

So this might actually be a very circumstantial bug.

Another thing that I observed is that the AI seems unable to adjust tax rates. It's not even "50% everywhere". If they capture your cities and you had manually altered it. In observer-mode you can then see that they leave the tax on whatever it was when they captured it.
