Other terrain features on hills - placement

woods , plantations and rough ground can be superimposed on hills.

Do they have to taken together and placed as the one feature for this superimposition? The Rules seem to imply this (as subsequent features placed seperately must be 4MU apart)

If your going to add junk to your hill, it goes on when the hill goes down.
