Reduction In Reliability After MIssion Failure

Before the last update when a mission failed, when you went back to the R&D screen you would see a reduction in the reliability of the payload or rocket so you would take the time for the research to increase it. Since the update when a mission fails-you go back and the payload and/or rocket do not show a decrease in reliability so it is difficult for one to see where change is needed. Is this new or something added since the last update?
