Does Egypt have partisans if all cities captured?
If the axis capture all cities in Egypt (assuming this means Alexandria, Cairo, Port Said), can Egyptian partisans still appear? Can Egypt ever get "conquered", as such? It doesn't have a capital, so I'm assuming not. Thanks

In fact, is Egypt really treated like a normal country, or are it's units just like renamed Indian, Australian, Canadian etc. i.e. functionally the same as other commonwealth units?

Do I need to garrison *all* Egyptian cities to avoid partisans spawning in them, or will they not spawn if I've captured all their cities?

I have never seen Egyptian partisan. You can check parameter file to see if Egypt is on the list.

In manual there is some listing from the file defining what is the size of partisan unit. The listing is per country. I do not remember what the file is.

Minor partisans (strength 1-5):

These countries can even spawn partisans after surrender:
◆ GERMANY

◆ FRANCE
◆ USA

◆ POLAND
◆ SWITZERLAND

If you look at the general.txt it will provide the info on spawn chance, etc.,etc. (Partisan section)
The spawn rate for minor countries (top part of list) is 3 in 10000 in a clear hex.
The major countries is 6 in 10000 in a clear hex. So if ou feel there are too many or not enough partisans you as the player can change the chance percentage.
We as developers allow modification by changing the general.txt without having to delve into programing.
So if you want to test changes you can. If you want to test with another player, then both players should start the game with the same modified general.txt.
You must remember that to save the original version (or change the name) so when you play your opponent with the modified general.txt .
If you are playing someone that is using the original (not modified) general.txt, you must have that in place when you play that particular game.
If not then you and your opponent will see checksum errors indicating what file does not match the current game being played.
This was one way that we tried to reduce the possibility with that type of cheating. i.e.. where files are modified for player and not the other.

I played several games where I conquered Egypt and kept it for 30-40 turns without any units and never seen a partisan.
