If you railways has been cut by the enemy how does one repair the line?

Put a stack (one or more units) into the region and click the Special Orders button for Rail Repair. It will cost some money (5 or 10$) plus I believe 1 WSU.

I'm not sure at the moment if there is a chance of not being successful at the moment, but larger stacks are always successful.
