Routers recovering to wavering

When both units in a combat rout, the active player's unit recovers to wavering. 1) Do the Active player's friends test for seeing this "rout" before it recovers to wavering and 2) does this "routed" unit lose it's attachments and count as spent?

It never counts as being routed so no to both questions.
