Even troops in cities need paying (just not as much as when out on campaign!) Are your armies to large?

Are you buying other resources because prices can fluctuate especially if you're buying lots of the same thing turn after turn

Do you have any resources you can sell to help balance the books?

Some building may cost silver to maintain (I know most use bricks but cant remember if some use silver too)

Are you taxing your population as much as possible? I think the default setting is 5 silver per worker but you can normally make that a bit higher without causing riots (especially early game)

Also on that note do you have all your population actually assigned to buildings? IIRC only those that are pay tax...if they're sat idle they make you nothing!

- i had 2 elite armies per city with about 15 cities

- if you mean trading, well i dont coz i have all resources except silver

Do you have any resources you can sell to help balance the books?
- how do i buy silver?

- this is one of the reasons i bet

- my cities are overpopulated to the point some workers cant work

Do you mean 2 elite units per city or armies? 2 armies is big overkill 2 units shouldn't be a problem though elite do cost more to maintain

You cant buy silver as such but if you sell any other resource you get silver for it

You can probably raise taxes to about 10 silver per worker (even higher if you have spare food to raise their food allowance)

In addition to those mentioned, you can sort of.. micromanage each turn by setting the taxation bar to the highest in the empire overview tab (do note that you will only lose cities from rebellion if their opinion is "On strike". Protesting opinion is fine as long as its not your main army recruiting centre (which ceases if opinion is discontent) - provided of course, that you'll be prepared to accept that low opinion of you in the city would reduce production of that city by a little bit. If you start to see some discontence in the empire overview, then revert taxation back to normal. Though, like the person above me said, raising to 10 is just fine. :) You could also make use of shrines in order to maintain their target opinion to content at least.

I did this when I played Sparta in grand campaign at "Impossible" level early on. As soon as I conquered half the pelopponese, selling the stuff I didn't need during my exploits on the cities I conquered meant that I didn't have to micromanage much and thrive in silver later on. This is also very useful if you want a quick rouse of silver before doing stuff like "State gifts of money" or recruiting elite heavy infantry.

Also, develop marketplaces to increase your potential exports.

Furthermore, I believe that the only building that costs silver is the brick maker as well as its upgrades, though I don't believe that it negatively contributes to silver production. The only resource affected by building is bricks.
