Crash when trying to terraform desert

Crash when trying to improve terraform desert at 21,26 (or any desert it would seem). Improving savanna mountain works.

Furthermore, is it normal that both terraformation icons have a down arrow? Shouldn't the "improve ecosystem" icon have an up arrow?
